Toshiba RT S85T /FM stereo issue

What does that IC have to do with FM reception? It's an audio preamp IC.
As for stereo, perhaps your mpx IC is toast. Also, while mono is fine on lower strength stations, to extract stereo, a stronger signal is necessary. This could indicate weak FM reception perhaps on the FM front end. However, if it were me, I'd focus first on the MPX processor.
