What causes this? If the sale to the top bidder falls through, doesn't the item then go to the second-highest bidder?

Not automatically...seller can offer a second chance but they don't have to
This. Plus the fact that a second chance offer only works if the underbidder wasn't a mate of the seller doing him a favour of the shilling variety. ;-)

Cynical, me? Not at all, it goes on.

Yep, a lot of these morons don't intend to actually sell it the first time around. Instead, they shill-bid it up to an extremely high price, to make it seem like it's worth a lot, to convince people to bid higher the next time they list it.

I must admit my first reaction when i see relisted item is an eye roll, but, just recently i saw a JVC 828 relisted on ebay (other Brits may have seen it) and i got it for less than the auction finished for 1st time around :-D

I had to relist one of my boxes because some A_hole bid it up then never paid.. 2nd high bidder didn't want it for that price so I relisted it..
nelsonmercado is a non-paying bidder!

I tend to notice people that put "No-Reserve" on items, and then with less than a day left, they pull the item from auction, probably because it wasn't as high as they liked. Then sometimes put it back on a week later with "Buy it Now-OBO."

I cannot stand that, especially when I'm the high bidder.

But sometimes it either sells somewhere else too. But I've had it happen to me and I have done it also. Putting a reserve on auction scares potential buyers and most of the time I use the buy it now with best offers. But honestly and I'm not speaking of non collectors because they are money hungry A-holes, but when a collector has money and time into a unit and wants to at least break even or make a little bit, I'm totally understanding if they want to end early because they get nervous or they sell elsewhere ;-)

Is that the Wakefield set? That bugger "sold" it to my sis-in-law then pretended to be out when she drove all the way down there to collect it! He tried leaving her a "false positive" but she was able to prove to eBay that she'd been there chapping his door so that was overturned. I hope he does the right thing by you if it's that one.
