Realistic SRC-8 hum / vibration issue when powered off

Hi. looking for some help with a SRC-8 that has an intermittent vibration when plugged in but powered off. Its like the vibration an external drive might generate when searching. No clicks, smells etc. just an occasional variable length vibration.

Thoughts?

Sometimes the metal case around the transformer comes loose. There is a rubber cement that dries up, detaches, and causes the case to rattle. Sometimes you can peel them open and re-apply an adhesive.
