Yep, I called them several times - it's pointless. Once they even think you violated something, you're history.

I do remember I was charged a fee as I didn't receive the full $600, so however he sent the payment there was a fee involved.

Bill, I belong to another forum where these sort of problems with PayPal are discussed regularly, many of those guys have fixed the problem by getting legal counsel to write them a formal letter requesting the restrictions/bans be lifted as you have done nothing wrong, the experience has been if you set out the circumstances properly, and they take the time to look into it, instead of giving you a canned response and a automatic blanket ban, they will cave in pretty quickly.

The thing is... I don't want another PayPal account. I don't want to live in terror that at any minute they might just shut me down and hold my money for 6 months with no warning or anything, no thanks!

Yeah I fully understand, I have had an account since 2002, These guys rely on paypal/ebay for their income, so it's a major nightmare when they get limited.
