I cleaned the volume button and radio works as it should, now my deck wont work at all. please help

Welcome aboard, Jim. When you say the deck does not work, do you mean the tape moves but no sound, or do you mean the tape does not move at all?

That's usually a sign that the belts are broken or trashed. Open it up and take a look. If it needs new belts, putting them in the M70 is really easy.

if the belts were bad wouldn't the motor turn, I took it apart put it back together minus the case and I cant see anything working on the tape deck

My m70 has a finicky power switch where radio would only work when play pressed on cassette. Check your micro switch that controls power. Use wood stick to depress switch when box is opened up to see if that creates a good connection. You might have to clean contact and manipulate a leaf to get it corrected.
If you had wiring disconnected for cassette deck, verify they are plugged back in correctly. You can probably disconnect motor wiring from radio connection and use a couple jumper wires from 9v battery directly to motor briefly to confirm that it spins. Good luck with it.

If the belts were bad, the motor would run, but this deck only uses 2 belts. A main drive belt and a counter belt. If the main drive belt breaks or slips off the pulley, then absolutely nothing will work at all on the deck except the motor will spin which you might not be able to hear. Some motors are a bit noisy, some are very quiet, especially when nothing is connected to it. If you put your finger on the motor, you can probably feel if it is working or not. Question, does the tuner dial lamp work and does the power LED illuminate when you turn on the boombox or depress the cassette run button?

It seems like this is the same problem I had with one of my M70s when our Superduper walked me through the fault detection and helped me fix it.
Power LED was off and motor was not running at that time.
