My drill's charger wouldn't work on a new battery I bought recently because it was toast as well. The dropping resistor fried to a blackened crisp long ago, just like everyone else's, so I bought another charger which are still available on the cheap, got the value off the new resistor and swapped in an equivalent which was 10W instead of 1/2W. The new resistors still get a tad toasty at the start of a charge.
Talk about poor engineering. Black and Decker recalled the charger and now you have to buy some fancy one that costs twice as much.
