So my play head won't come up ff and rw buttons are locked record button seems to be pushed in but won't come back out pushing stop button
And the capstan won't stop spinning

I figure it's the belt for soft touch that needs replaced but will that stop the capstan from spinning and my record button to pop back out ?

I think it needs new belts , plus you need to manually turn the flywheel's to reset the gear positions. Basically is you spin the deck by hand it unbinds the buttons and the mech in most cases.

It needs a full deck reset after belt replacement!
CFS-99 got a pretty complicated/sophisticated/hard to work on deck.

Like Floyd suggested you can turn the flywheel and the deck will reset if the belts are all there. You will hear a click when it is reset. Any way you need to replace the belts. You will see one of the longest square belts in a boombox for CFS 99 and CFS 88.

hopefully its just the long square belt thats easy
this deck is not for the faint hearted
you need to unsolder wires and remove lots of small springs
be carefull of small micro switches too
then other things will fall off those gear wheels under the cover plate
the front door mech and more
take lots of photos as it is very hard to remember all the parts
as you go this is a bitch really
I repaired 2 for members here killing another 2 in the process
and still not confident
