Sanyo 9970 jumpers everywhere no sound. With pics

Picked this up locally for a decent price as is for parts. Powers up fine. Green power led lights up, stereo light works, signal meter works when tuning. Wires were soldered to external speaker jacks. Opened her up and found jumpers to every adjustment screw. Wth? Radio makes no noise static or hum..
So I'm thinking i should just cut off all the jumpers and go from there. But any idea why this was done?

The jumpers are for grounding, leave them alone, they have no effect on your quiet issue.

But why am i not getting any sound/music? Connected the external speaker wires to a speaker and nothing. Weird how he took a wire split it in two, positive in left negative in right. Is it possible i need to desolder those wires. Clearly he was in here every board had a different screw type.
