Idler tire too grippy?

I had to replace an idler tire that was cracked and intermittently slipping.
I bought a PRB .515 replacement tire.
The inner and outer diameters are perfect.
It was too wide so I cut it down to a working width that fit on the wheel.
My problem is that it's gripping the take up reel too much and not slipping like it should.
I tried spraying it with silicone and sitting overnight.
It ended up slipping like the original, too much.
I cleaned it off with alcohol and it's back to being too grippy.
I tried easing off the spring but that doesn't work.
Has anyone had this problem and if so, how did you get it working?

The clutch and gear set above it sits over the idler.

I'm currently having the exact same problem with my 820.
Had the tyre out yesterday. Looks bad, didn't have anything to replace with. It's working but slips regularly.
Guessing I'm going to have to replace it.

The take up reel looks to have a clutch so it should not matter about slipping
If you're talking about where the fork looking piece is, that has to do with the auto stop function.
If you're talking about the pulley/clutch with the belt goo smeared on the top of it (second pic), that clutch only functions with the ff and rev when the gears are meshed in direct drive.
On this box, the idler tire is only engaged during play and record for the take up so my assumption is that it's supposed to continuously slip.

Is yours from a Sanyo m-x820?
Mine is from an m-x824.
This one was slipping to the point of chattering the take up reel so I knew it was a matter of time before it got taken back into the pinch roller.

I just wanted to update this in case anyone runs into the same problem in the future.
baddboybill was indeed correct, the take up reel has a clutch.
This one was frozen together and acting like one piece causing the gear set to swing back into the reverse reel gear, binding everything together and shutting it off.
I've refurbished at least 24 boxes over the last couple of years and can't believe this got by me.
I've had this player together and back apart more times than I can count and could probably do it in my sleep.
The fact that the take up reel is smooth and practically polished where the tire rides had me convinced that it should periodically slip.
I'm not sure why they just didn't run this with a gear and let the clutch do it's thing, no tire to go bad.
