Leave a negative and move on. These types of sellers do exist in abundance and not worth losing any sleep over, since you can't force someone to sell something to you if they are set against it, ethics be damned. I see he's still got 0 feedback. I dunno, is it possible to have a -1 feedback?

Hold on I need to understand this. So you won and it was relisted before you could send a paypal transfer? Can't you open a case on it or something?

They listed in the details that they wanted $300 for it plus $30 for shipping. Probably doesn't know how Ebay works. The chances of a zero feedback seller being legitimate are unfortunately very low. At least you didn't have to file a claim to get your money back.

Many moons ago I bought a set of 22" wheels and tires from a zero feedback seller.. This was when money orders were still accepted on eBay.. I sent $1700 worth of money order to Florida, luckily my wheels showed up on a pallet.. I was definitely young an dumb!
