CAD help needed

Need to get a manufacturing quote on something but they won't accept my hand drawn diagram. Because all claim ISO9001 or someother such reasoning, bottom line is they all want precise CAD drawings/measurements. Anyone out there (with proper tools and ability) can help me to convert a simple hand drawing into a CAD drawing or file suitable for submission to solicit bids? Don't worry, this isn't a complicated 40-hr software project. PM for details please.

Joe has serious engineering credentials and I know what he does for a living and what his company makes so I'll stick my neck out and say I trust him with almost anything. Almost, lol. But certainly for this imprecision job I've tasked him with.
