I'll admit to Googling. I had it right, but I didn't want to look like a dumbass so I checked to make sure.
He's also the motorcycle cop from Dumb and Dumber, a guy named Harland. I noticed he got a couple of starring roles in his own comedy features right after that: one where he's a boy in a bubble, and the other where he goes to the moon with a chimp.
He should stick to feeding candy to diabetic horses.
